State Responsibility and Complicity (ILC Articles on State Responsibility)

Under customary international law as codified by the International Law Commission (ILC) Articles on State Responsibility, a state can be held internationally responsible for aiding or assisting another state in the commission of an internationally wrongful act if the assistance is given with knowledge of the circumstances and contributes materially to that act (Article 16). • Reality: The actual physical incident—the drone landing at the airport—occurred on August 4.

• Illusion: It wasn’t until early September that German authorities conveniently rolled out their “intelligence findings,” providing the exact timing required for Ursula von der Leyen and Mark Rutte to step up to their microphones, feign synchronized shock, and declare a terrifying “new normal.”

By holding back or sitting on attribution until it suits the political timetable, the war state successfully converts a month-old security breach into a fresh, urgent pretext. Overnight, recycled intelligence is laundered through headlines to justify retaliatory consulate closures, tighter visa blocks on Russian tourists, and renewed pressure to pillage frozen assets to fund the endless war machine.

The Smoking Gun

Yet, buried directly inside the BBC’s own narrative architecture is the smoking gun that exposes Western culpability. Quoting Daniela Richterova of King’s College, the piece accidentally admits the foundational truth the institutional narrative tries desperately to sanitize:

“We’ve basically seen Ukraine take the war to Russia and strike deep inside Russian territory… They [Moscow] are under pressure, they have to do something.”

This exposes the core hypocrisy of the entire apparatus: when Western-backed actors supply the hardware, blueprints, and operational backing for cross-border strikes, it is sanitized as righteous defense. But the moment an adversary matches those tactics or tests infrastructure near a vital NATO logistics hub, the corporate press weaponizes temporal manipulation—turning stale events into brand-new crises while scrubbing Downing Street’s original catalyst from the ledger. Whether the technical attribution is airtight or a manufactured political prop depends entirely on whether you trust the institutional arbiters reporting it or view them as actors with an active, vested interest in expanding the conflict.

In December 2016 the International Federation of Red Cross and Red Crescent Societies released a polished four-minute animated short called Game of Life: The Story of Sharif. It presented the journey of a 15-year-old Afghan orphan who fled after his father (an army commander) was ambushed and his mother and siblings were killed in a suicide bombing. The video opens with the assertion that “each migrant has a story worthy of a Hollywood movie,” framing his six-week trek through Iran and Turkey within that sweeping cinematic lens. The film was designed to humanise the migrant flow into Europe, tug at public sympathy, and burnish the Red Cross brand as the compassionate face of the response.

Ten years later that same individual, Sharif Ahmadzai, now 26, a professional boxer who had settled in Greece, converted to Christianity, married an American volunteer and co-founded a refugee NGO, was arrested in Athens. He faces charges of intentional homicide, robbery and weapons offences in the killing of 38-year-old Scottish aid worker Elisabeth-Jane Ross. Her body was found stuffed in a suitcase in an abandoned building in the Kypseli district. Ahmadzai has admitted moving the body and using her bank cards and phone; he denies the killing itself. Greek police cite CCTV of him wheeling the suitcase, location data placing him at the scene, and other evidence. The IFRC promptly deleted the video, citing consideration for Ross’s family and the ongoing legal process.

This is not an isolated embarrassment. It is the purest possible exposure of how the modern humanitarian apparatus manufactures narratives, markets them as moral truth, and then scrubs the evidence when reality refuses to cooperate. The same organisation that asked the public to feel for Sharif is now quietly erasing the promotional artefact. The institutional reflex is always the same: protect the brand—and the revenue stream—first.

A Pattern of Operational Failure and Institutional Self-Protection

That brand-protection reflex has a long history. The Red Cross movement (ICRC, IFRC and national societies) has repeatedly produced high-stakes failures that are later managed through limited accountability, carefully worded apologies, and rapid return to fundraising.

In Canada the Red Cross ran the blood system that distributed products contaminated with HIV and Hepatitis C through the 1980s and early 1990s, marking the nation's worst-ever preventable public health disaster. Roughly 2,000 people contracted HIV and around 30,000 contracted Hepatitis C. The Krever Inquiry documented delayed testing, continued distribution after risks were known, and systemic failure. The Canadian Red Cross eventually pleaded guilty to distributing a contaminated product, paid a token fine, issued an apology and was stripped of the blood programme.

During the 2014–2016 West Africa Ebola outbreak the IFRC handled more than $100 million in relief funds. Internal investigations later confirmed several million dollars lost to fraud, collusion between staff and local bank employees, inflated procurement, fake invoices and ghost payrolls across Sierra Leone, Liberia and Guinea. The organisation expressed outrage, promised tighter controls, and moved on.

After the 2010 Haiti earthquake the American Red Cross raised nearly half a billion dollars. A joint ProPublica/NPR investigation found that an ambitious permanent-housing programme delivered only a handful of permanent homes in the early years despite public claims of having “provided homes” for more than 130,000 people (a figure that included temporary shelters, rental subsidies and training sessions). Funds were absorbed by overhead layers, partner mark-ups, bureaucratic delays and language/cultural mismatches. Congressional scrutiny followed; the gap between fundraising rhetoric and on-the-ground results was stark.

Internal embezzlement cases continue to surface: a British Red Cross payroll manager who stole hundreds of thousands of pounds over years; a Ukraine Red Cross branch official charged with diverting aid intended for civilians. These are not random staff failures. They are symptoms of large, cash-rich organisations operating in chaotic environments with weak oversight and strong incentives to keep the money moving.

Corporate Salaries Behind the Halo

While the public is asked to text £5 or $10 after seeing disaster footage, senior executives at the largest national societies collect compensation packages that would not look out of place in the private sector.

American Red Cross Form 990 filings show former long-time CEO Gail McGovern’s total compensation (salary, bonus, deferred amounts and benefits) reaching $1.3 million in recent peak years. Other top executives regularly cleared $700,000–$900,000. Current figures under the successor remain in the high six figures on multi-billion-dollar revenue. British Red Cross CEO pay sits lower, in the £170,000–£185,000 range—still well above average charity levels in the UK. Board members are formally unpaid, though expenses for travel and meetings are covered and the seats themselves confer status and networks.

The standard defence is that complex, multi-billion-dollar operations require market-rate talent. The reality is that the moral halo of ‘charity’ shields compensation structures that would trigger outrage in almost any other sector funded by public goodwill and government grants. Donors are sold urgency and compassion; the C-suite quietly extracts corporate-tier rewards.

The Business Model of Perpetual Crisis

Modern large-scale humanitarian fundraising has shifted decisively from voluntary one-off gifts to aggressive subscription modelling. Television and digital ads no longer simply ask for help; they prescribe the amount, push monthly direct debits, and deploy guilt, urgency and social pressure as standard tools. A single donation is less valuable than locking a supporter into an automated revenue stream. The public is treated as a captive market whose emotional response can be harvested on schedule.

This model only works if the sense of crisis never fully ends. Structural problems—conflict, poverty, weak governance, migration pressures—do not resolve cleanly. Organisations whose survival depends on continuous public alarm therefore have little incentive to declare victory or work themselves out of a job. The cycle is familiar: manufacture or amplify urgency with emotional packaging, harvest recurring cash, deliver uneven results or suffer scandals, scrub the awkward evidence, then relaunch under a new slogan. Solving the underlying drivers would shrink the apparatus. Managing the symptoms keeps it solvent.

The Principles vs. the Pitch

Visit the British Red Cross What we stand for page and the contradiction is stark.

The organisation lists the seven Fundamental Principles agreed in Vienna in 1965. The first principle, Humanity, states that the Movement “endeavours, in its international and national capacity, to prevent and alleviate human suffering wherever it may be found.”

The same page later notes that “the challenges posed by an unpredictable and often changing global landscape have never been greater.”

On the separate monthly donations page the language is even more direct: “Today, the world seems to be facing more crises than ever.”

If your core stated purpose is to prevent and alleviate suffering, and after 150 years your public messaging leans into the claim that crises are multiplying, you have published your own report card. The institution that presents itself as the leading force against human misery is forced to market the expansion of that misery. That is not a temporary setback. It is either an admission of large-scale failure or evidence that perpetual crisis is the actual operating model.

The same What we stand for page contains the principle of Voluntary Service: “It is a voluntary relief movement not prompted in any manner by desire for gain.” then pivots hard into the sales funnel:

Pre-set amounts, Direct Debit setup, and language designed to lock donors into recurring automated payments sit alongside the claim of a movement “not prompted in any manner by desire for gain.” Voluntary has been redefined as a permanent, machine-driven extraction from the public’s bank accounts.

The principles of Neutrality and Independence are invoked to justify trust and access in conflict zones. Yet when those same environments produce multi-million-dollar embezzlement (West Africa Ebola) or when a promotional subject elevated for emotional storytelling later stands accused of a suitcase murder, the response is not independence or transparent accountability. It is rapid brand protection: delete the video, scrub the archives, and return to the fundraising appeal.

The Fundamental Principles function less as a binding moral code and more as a corporate branding shield with a 1965 vintage bolted onto a modern digital subscription engine.

What the Sharif Case Reveals

The deleted animation is not an aberration. It is the logical endpoint of an institutional culture that prioritises narrative control and brand protection over rigorous long-term scrutiny of the people and stories it elevates. When a promotional subject later stands accused of stuffing the corpse of a British aid worker into a suitcase, the organisation’s first institutional act is to erase the promotional material. That reflex tells you everything about where accountability actually sits:

Large Red Cross entities perform real logistical work in disasters and run essential blood services in some countries. That does not cancel the repeated pattern of inflated claims, financial leakage, high executive extraction, and emotional manipulation of donors. The moral immunity that once attached to the Red Cross brand has been diminished through successive self-inflicted wounds. The public is entitled to treat the next urgent appeal with the same skepticism it would apply to any other large, opaque organisation that lives by perpetual emergency.

The fairy tale was always fragile. Reality eventually filed the receipt—in a suitcase.

When a public broadcaster maintains a sprawling, omnipresent digital architecture dedicated to an exclusive ideological and cultural framework across news, schools education, children's programming, and entertainment streaming, it ceases to look like objective, neutral reporting. It starts functioning less like a public service broadcaster and more like an ideological cult with its own perpetual propaganda machine.

Substack recently integrated Pangram’s AI detector into its platform, allowing readers to scan posts, Notes, and comments for an estimated human-to-AI percentage breakdown. The feature is free, on-demand, and opt-in. Pangram markets a claimed false-positive rate of roughly 1 in 10,000 (and, for its latest model, as low as one in 24,000), backed by evaluations from the University of Chicago’s Becker Friedman Institute. On paper, the metrics look pristine.

The question is not whether Pangram can tell obvious AI text from obvious human text. It can. The real question is whether it can survive the actual workflow of human writing: drafting, typo fixes, line edits, and light AI assistance.

When actual writers tested the mechanism on real-world text, it failed that exact test.

One author fixed a single typo in a chapter that had previously scored 100% human. The new score instantly flipped to 100% AI. The author changed one word and deliberately broke a sentence. The score returned to 100% human. They restored the original word. The tool flagged it as 100% AI again. A single keystroke determined whether the tool classified human writing as synthetic.

Writer Katharine English ran an original short story she had been crafting for weeks. Pangram returned a 31% AI rating. The only concrete phrase the software highlighted as evidence was “moral clarity”. English performed standard human editing—tightening sentences, swapping the clunky phrase for something better, and cutting redundancies. Following these human improvements, the AI score nearly doubled.

Days later, this broken pattern played out in public. UC Berkeley mathematics professor Zvezdelina Stankova published an op-ed in the San Francisco Standard—the product of several hundred hours of intensive deliberation and 80 hours of her own direct work. She deployed an LLM for light copy-editing only: minor grammar fixes and sentence tightening. Pangram scored the piece as 33% AI-generated. A post highlighting this metric by Berkeley Law professor Chris Hoofnagle drew nearly three million views on X, immediately diverting the public conversation from her mathematical arguments to a bogus algorithmic verdict.

This is the product.

These detectors are trained and validated primarily on clean binaries: pre-LLM human text versus pure chatbot output. Real human writing is never that sterile. Humans edit iteratively. We fix typos. We tighten rhythms. We run basic grammar tools. We revise over days or weeks. The moment text leaves a controlled laboratory distribution, the statistical signals the model relies on become noisy or inverted.

A 2025 ACL paper by Shoumik Saha and Soheil Feizi, “Almost AI, Almost Human: The Challenge of Detecting AI-Polished Writing,” documented precisely this architectural flaw. State-of-the-art detectors frequently misclassify lightly AI-polished or hybrid human text as machine-generated, with misclassification rates ranging from 10% to 75% depending on the depth of polish applied. Minor human edits routinely flip scores. The tool ends up measuring deviation from a narrow training set, not actual authorship.

The Corporate Contrast

In mid-August 2026, New York Times consumer tech columnist Brian X. Chen tested the standalone Pangram product. Feeding it personal essays alongside chatbot text instructed to imitate his writing, he reported that the detector successfully separated raw extremes. He cited the 1-in-10,000 claim, described the experience as empowering, and compared it to putting on the reality-revealing sunglasses from They Live.

Notice the setup: polar extremes. Pristine personal essays versus raw chatbot output. A basic statistical classifier excels at separating the two. It is a low-bar, closed-world benchmark—entirely irrelevant to how the tool performs when real writers do what real writers actually do: edit, polish, fix typos, and iterate.

Chen paid $20 a month out of pocket for this illusion. Substack baked the exact same technology into its publishing platform for free.

The corporate anxiety driving this move is transparent. Substack’s business model depends entirely on a parasocial trust contract: readers pay subscriptions because they believe they are buying direct access to a human mind. If the platform becomes choked by generic AI ‘thought leadership,’ the trust evaporates. Substack needed to appear as the guardian of authentic human expression.

So they partnered with Pangram. But the tool they chose to protect human writing is fundamentally incapable of distinguishing human writing from human writing that has simply been edited.

Pangram’s lab numbers and Menlo Ventures’ $9 million funding round in July 2026 are real. But so is the chasm between controlled corporate benchmarks and messy, iterative human writing.

Version history, process disclosure, and human editorial judgment remain far stronger evidence of authorship than any fluctuating percentage score. When a verification system misclassifies human refinement as a machine signature, it stops measuring authorship and starts measuring statistical deviation from a rigid training set.

The Great ‘Cheap Renewables’ Con

Politicians and legacy media outlets have long framed the green transition not just as an environmental imperative, but as a direct route to lower household bills via cheap renewables, while exploiting an ever-enduring cost of living crisis.

Cumulative resets since the mid-2024 change in government have repeatedly pushed the baseline higher, adding hundreds of pounds to typical annual costs relative to earlier lows. Every quarterly Ofgem reset becomes another screw turning on household budgets.

When official spokespeople and state broadcasters claim green policies are lowering costs, the meter tells a different story. The promise of cheap energy was a bait-and-switch: the public absorbs the disruption, the higher standing charges, the policy levies, and the network costs, while the financial benefits largely disappear.

Marginal Pricing and the Geopolitical Smoke Screen

It is a masterclass in deflection. Global gas shocks undoubtedly cause turbulence. But blaming foreign dictators and petrostates is a smoke screen that masks a domestic design failure and a profound, decades long, failure of national duty. Global gas volatility only savages British households because of an optional, extractive market design. Tying cheap, homegrown zero-carbon generation to the single most expensive marginal fuel source on the grid is what manufactures those punishing windfalls. Blaming petrostates allows Westminster to dodge accountability for a system that treats British electricity as an exportable cash cow for foreign state-owned utilities while local families are squeezed by rising caps and standing charges.

Wholesale electricity is cleared on a merit-order system. Zero-marginal-cost generation (wind, hydro, solar) bids near zero and is dispatched first. The price paid to all accepted generators is then set by the last, most expensive unit needed to meet demand—which is frequently gas.

Defenders will insist this is simply economically rational merit-order dispatch. That is partially true—merit-order is efficient within a given market design. But market design itself is a choice, not physics. Applying a gas-pegged clearing price to zero-fuel-cost renewables built with public support on British natural resources manufactures windfalls for generators whenever global gas markets convulse.

Alternatives exist—stronger fixed-price coverage for residual capacity, zonal pricing, more aggressive locational signals—each with real trade-offs: they require either more stable but potentially lower generator returns, more complex hedging, or regional price variation. Those are legitimate factors. The argument is not that they are costless, but that the distributional harm to households from the current system—repeated bill shocks and elevated fuel poverty, particularly in resource-rich regions—justifies paying them. The deeper question is whether society should continue to bear the present costs. The answer is no.

Contracts for Difference are progressively fixing prices for newer capacity and reducing gas correlation for that share. However, this transition is happening far too slowly to shield households from near-term bill volatility. The residual market and legacy frameworks (including older Renewables Obligation assets) remain the dominant pricing mechanism and continue to transmit volatility straight onto household bills. Meanwhile, households living through the current cycle bear the full cost of delay. The mechanism is not neutral; it amplifies fossil shocks into super-profits for zero-carbon generation while consumers pay the price.
