“The prime minister has suggested there may be a case for banning some protests, following calls for a suspension of pro-Palestinian marches.
Asked if he wanted tougher policing of language used during marches, or if he wanted to stop some protests altogether, sir Keir Starmer told BBC Radio 4’s Today programme:
“I think certainly the first, and I think there are instances for the latter.”
The PM said he would always defend the right to protest but he was concerned about the “cumulative effect of repeated marches on the Jewish community.”

How Starmer is exploiting cumulative deterrence to attack democracy
Cumulative Deterrence is a military doctrine used to manage non-state threats (terrorists/insurgents):
UK Government’s new Cumulative Disruption clause (Clause 140/124 of the 2026 Act) treats the British public as a threat to be deterred rather than a population with fundamental rights.
As the ICCT article explains, this strategy relies on a "consistent, long-term strategy for managing threats." Starmer is weaponising ‘the law’ to make protest inefeasible by saying that because you marched last month, you can't march this month.
His recent venerating murder insinuation is the psychological part of this coercive deterrence. He is attempting to create a guilt-by-association trap by making the cost (social shame, legal risk, being labeled a terrorist, etc). of attending a protest so high that people self-deter and stay home.
